Transformative reforms unveiled as CM Khandu leads Arunachal’s next chapter

Itanagar: In a resolute start to his new term, Chief Minister Pema Khandu swiftly convened the first cabinet meeting following his swearing-in ceremony this morning, setting the stage for a progressive and inclusive agenda aimed at shaping a ‘Viksit Arunachal’ over the next five years.

Reforms 3.0: A Citizen-Centric Blueprint

Emphasizing a citizen-centric approach, the government unveiled Reforms 3.0, a comprehensive roadmap comprising 24 transformative initiatives. The cabinet directed all departments to ensure the meticulous implementation of these initiatives to effect tangible improvements in governance and service delivery.

Digitalization Drive and Bottom-Up Planning

A key highlight of the agenda is the commitment to achieve 100 per cent digitalization of the finance and planning departments, a move expected to streamline processes and enhance transparency. Additionally, the government plans to initiate a bottom-up planning process, empowering districts to formulate consultative Vision Plans for effective development.

Strengthening Last-Mile Delivery

Recognizing the importance of efficient service delivery, the government resolved to fortify the offices of divisional commissioners and deputy commissioners. This initiative aims to enhance the efficiency and responsiveness of these key administrative units.

Focus on Ease of Living and Business

In a bid to enhance ease of living and promote a conducive business environment, a committee of secretaries will be established. This committee will review existing compliances and recommend measures to simplify processes, including the repeal of outdated laws.

Golden Repository and Policy Think Tank

To streamline citizen services, the government approved the establishment of a Golden Repository of citizen data. This repository will facilitate proactive scheme enrolment with minimal procedural hurdles. Furthermore, the government plans to establish the Institute for Transforming Arunachal (ITA), a policy think tank aimed at driving innovation in governance and fostering socio-economic transformation.

Administrative Reforms for Efficiency

An Administrative Reforms Commission will be formed to overhaul the organizational structure, recruitment, and staffing policies. The commission’s mandate is to create a lean, efficient, and technologically adept administrative framework.

Enhancing Connectivity and Education

The government’s commitment to ensuring 100 per cent physical and digital connectivity to all villages and Administrative Headquarters underscores its focus on inclusive development. Furthermore, in alignment with the National Education Policy, the government will prepare an implementation roadmap to improve educational access and outcomes, including the establishment of campuses by top educational institutions in the state.

Empowering Women and Agriculture

A slew of initiatives aimed at empowering women includes the revamping of the Dulari Kanya Scheme and the ambitious goal of making over 21,000 women Lakhpati Didis. Additionally, a new farm-to-fork Agricultural and Horticultural Policy will be formulated to unlock the potential of the agri-allied sector.

Enhanced Social Security and Urban Development

The Chief Minister Social Security Scheme will be revamped to widen its coverage, ensuring dignified living for vulnerable groups. Moreover, a new Master Plan will be developed to enhance urban livability and make Itanagar-Naharlagun a future-ready twin capital city.

Youth Empowerment and Employment

To address the aspirations of the youth, the government will identify and list vacancies in all departments, facilitating annual recruitment calendars. The SEE Trinity initiative (Skill Development, Entrepreneurship, Employment) aims to create 25,000+ employment and self-employment opportunities over the next five years.

Sports Mission and Youth Policy

The launch of the Arunachal Olympic Sports Mission and a dedicated Youth Policy underscores the government’s commitment to harnessing the potential of youth in sports, education, skill development, and community engagement.

Attracting Investments and Promoting Indigenous Crafts

To attract investments, the government will introduce a new Arunachal Industrial Policy, aligning with the UNNATI Scheme. Additionally, policies to protect and promote indigenous textiles and handicrafts, such as the ‘Arunachal Pradesh Handloom and Handicrafts Policy’ and the ‘One Tribe, One Weave Mission,’ are expected to enhance incomes and provide market linkages for artisans.

Holistic Tourism Development

A new Tourism Policy will be launched, encompassing various forms of tourism to provide holistic experiences, attract investments, and create employment opportunities.

Upcoming Assembly Session and Pro-tem Speaker

In preparation for the new legislative term, the cabinet recommended the appointment of a Pro-tem speaker and scheduled the first Assembly Session of the 8th Legislative Assembly for June 14.
