Engineer accused in Seppa-Chayang Tajo road scam surrenders

Itanagar: PWD Chayang Tajo division executive engineer, Nyakpu Yangfo, one of the government officers accused of being involved in the infamous ‘Seppa-Chayangtajo NEC road scam’, surrendered before the district and sessions court, Bomdila in West Kameng district on Wednesday.

Special Investigation Cell (Vigilance) superintendent of police Hemant Tiwari said, Yangfo surrendered before the court at around 10.30 am on Wednesday where he prayed to be released on bail in the event of his arrest.

“The court, however, rejected the bail plea and sent him to 7-day police custody,” the SP said.

The SP said Yangfo had been on the run since August 31 after failing to appear before the court despite being summoned in connection with the SIC (Vigilance) Case No 2/21 under sections 120 (b) 420/465/471/409 IPC, read with Section 13 (1) (c) (d) 13 (2) PC Act.

 “The SIC had since conducted raids at multiple locations of Itanagar Capital Complex and the East Kameng and Kurung Kumey districts to apprehend Yangfo which was all in vain. We had hence, obtained a non-bailable warrant against him,” the SP said.

Tiwari said Yangfo, while apprehending his arrest in the multi-crore road scam case had on September 07 approached the Gauhati High Court, Itanagar Permanent Bench seeking grant of ‘interim protection’ which was denied by the court.

“The high court had again on September 14 heard the matter and rejected his pre-arrest bail application after finding that it was not a fit case where the privilege of pre-arrest bail can be extended to the accused/petitioner,” the SP said.

According to the police, Yangfo, the incumbent executive engineer of the Chayang Tajo PWD division was earlier posted as assistant engineer (independent charge) of the Seppa-Chayang Tajo division between August 2009 and March 2011 and later as executive engineer between July 2019 and September 2019.

He was allegedly supervising the entire Seppa-Chayangtajo NEC road works and also had the drawing and disbursing (DDO) powers as no executive engineer was posted in the division during that time.

The SIC (Vigilance) has so far arrested 3 persons in connection with the Seppa-Chayangtajo NEC road scam, the work on which began in 2008 and is yet to be completed.

The ones arrested are, former Bameng PWD division executive engineer Doba Jini, Nacho PWD division executive engineer Tare Murtem and Ramesh Babu, the managing director of Hyderabad-based construction firm DRB Infrastructure Private Limited.

The work on the 81-km Seppa-Chayang Tajo road in East Kameng district funded by the north eastern council (NEC) and being executed by Gammon India Pvt Ltd has been marred by poor implementation and rampant corruption.
