Banks urged to ensure hassle-free loan disbursement to farmers, entrepreneurs

Ziro: Agriculture minister Tage Taki on Tuesday urged the banks to disburse loans and subsidies to farmers and entrepreneurs without any delay or hassles.

Chairing the district consultative and district level review committee meetings for the quarterly ending December 2022 at the district secretariat here, Taki said that the Atmanirbhar Yojnas designed for agriculture and horticulture farmers are “forehanded subsidy schemes” that need to be disbursed in a timely manner to avoid losses in business and production.

Taki also advised banks and implementing departments to prepare a prior checklist of all the required documents to be submitted by farmers and entrepreneurs to avoid undue delays in releasing loans and subsidies.

He also cautioned banks for charging interest to farmers from day one of their loans without releasing the government subsidy and loan components in totality.

The minister urged banks to enhance Micro, Small and Medium Enterprises (MSME) loans to young entrepreneurs in the district, as the target of Prime Minister Narendra Modi is to see youth empowerment and young business startups in the country.

He added that small-scale industries in the bamboo sector, weaving, carpentry, printing press and iron fabrication could be some of the viable MSME’s for a hilly district like Lower Subansiri.

Deputy Commissioner Bamin Nime also called upon banks to meet the aspirations of farmers and entrepreneurs who approach them for loans to set up their own start-ups and business.

The day also saw the NABARD-prepared Potential Linked Credit Plan (PLP) for Lower Subansiri for the year 2023-24 being jointly released by Taki, DC, and NABARD district development manager Mewang Lowang.

The PLP is a step towards decentralized credit planning with the basic objective of mapping the existing potential for development through bank credit.

PLPs take into account the long-term physical potential, availability of infrastructure support, marketing facilities, credit absorption capacity, policies, and programs of the Central and State Government.

The annual credit plan for the district was also launched by Lead Bank manager A K Choudhary.

Among others, Lower Subansiri ZPC Likha Sangchorey, ZPMs of Ziro-I and II circles, bankers including RBI lead development officer from Guwahati Chiranjib Deka, and HoD’s were present in the meeting. DIPRO
