Itanagar: The Arunachal Pradesh cabinet has approved the proposal of regularization the erstwhile Rashtriya Madhaymik Shiksha Abhiyan (RMSA) trained graduate teachers (TGTs) under the directorate of secondary education.
The decision was taken by the cabinet in its 12th sitting on Monday. The meeting was chaired by chief minister Pema Khandu.
The regularization process would be conducted by the departmental promotion committee (DPC) through a transparent merit cum seniority basis in a phased manner, a statement from the chief minister’s office said.
The cabinet also approved the implementation of Modified Assured Career Progression (MACP) to government school teachers.
MACP will be implemented to all schoolteachers at par with other state government employees, by switching over from the existing scheme of time bound promotion scheme to MACP scheme. This will give them the advantage of three promotions available under MACP instead of two promotions only under Time Bound Promotion Scheme.
These historic decisions of the government are for the benefit of the teaching community at large. The decisions would improve the service conditions of the teachers and motivate them to work harder to improve the quality of teaching in the state of Arunachal Pradesh, the statement said.
Cabinet okays state startup policy:
Adding necessary stimulus to the entrepreneurial ecosystem in the state, the Arunachal cabinet on Monday also passed the Arunachal Pradesh Startup Policy (APSP), with a vision to transform Arunachal into a global hub for innovation and entrepreneurship.
The policy targets that, over the next 5 years it will facilitate the growth of at least 250 new startups and create significant direct and indirect employment opportunities in the state.
Besides promoting start-ups, the state government would under the APSP provide holistic support to local startups through proactive policy intervention and creation of a network of key ecosystem stakeholders, the CMO said in a statement.
With the passing of this policy, the Arunachal government is aiming to boost innovation and research and development (R&D) capability of the state, develop institutionalized mechanisms to provide funding support, regulatory easing, and preference in public procurement to startups.
The government is also aiming to bolster entrepreneurship and innovation to support the state in achieving its development goals and make startups a key component of Arunachal’s commercial fabric in the next five years, the statement said.
The cabinet on the day also approved the proposal for granting of special grade of head constable from constable in the civil police and Arunachal Armed Police (AAP) battalion.
The constables who had rendered a continuous service of 20 or more shall be eligible to reap this benefit without any consequential financial and service benefits.
In another significant move, the cabinet headed by Khandu approved the proposal for creation of two new circle headquarters under Nafra sub-division and another two under Dirang sub-division in West Kameng district.
The cabinet has also decided to have a common exam scheme for direct recruitment of junior engineers (JE) of various works departments.
Earlier, the exams were required to be held separately for each of the departments thus delaying the selection process.
After Monday’s decision, the relevant clauses of the service rules/recruitment rules for the posts of JEs will be amended and notified by departments concerned in order to facilitate the Arunachal Pradesh Public Service Commission to conduct a common examination for recruitment of JEs and analogous posts of all works departments.
Early filling up of the vacancies will help in expeditious implementation of government projects, the cabinet resolved.
Meanwhile, a detailed presentation was made before the cabinet on the report of the committee on the Tawang church issue.
After detailed deliberations the cabinet accepted the recommendations of the committee.
The cabinet was also briefed on the action taken report on Pakke Tiger Ministerial Declaration 2047 after which the house issued directives for preparation of a time bound comprehensive action plan to make Arunachal plastic free.
Plan to reduce river pollution and land degradation was also deliberated.
